Regulations

of the 2nd International Geodesign Contest "Iturup Style"

 

GENERAL PROVISIONS

  1. These Regulations establish the rules and policies pertaining to the organization and administration of the international geo-design contest focused on kinetic energy and art (artworks that exploit actually changing or moving forms in interaction with light, wind, water, and space), hereinafter referred to as the Contest.
  1. The founder and organizer of the Contest is the “GidroStroy” joint-stock company (JSC “GidroStroy”).
  1. The Date of the Contest is set from July 1, 2020 to July 30, 2020.
  1. The Venue of the Contest is provided by the organizer on a project site located at the JSC “GidroStroy” venue at the following address: Sakhalin Oblast, the city of Kurilsk, 11a Zarechnaya Street.
  1. Goals of the Contest:
  • To renew and re-empower the image of Iturup Island as a region with unique natural landscapes, providing the most stunning inspiration for artists;
  • To develop a creative, artistic concept of region positioning and presentation;
  • To adorn the cities of Kurilsk, Reidovo, and Kitovy with new artworks established in public areas;
  • To draw public attention to the company's new social project through media coverage of the Contest;
  • To support the company's new social project;
  • To implement the best national and international practices in landscape design and urban development in the Kuril Islands.
  1. Artwork techniques and materials:
  • Sculpture, art objects;
  • Woodwork;
  • Cement-based and concrete work;
  • Object design;
  • Working with glass;
  • Working with plastics;
  • Working with metal;
  • Landscape design;
  • The freedom of creativity is highly encouraged: any other technique is applicable as soon as the work is compliant with the main theme of the Contest.

Various other noteworthy artworks, which are not explicitly mentioned herein, will be considered in a free mode under the category FORMAT+.

Material: Any appropriate material compliant with the theme of the Contest, including wood, stone, glass, concrete, scrap metal, plastic, and natural materials.

  1. Special building and construction equipment/vehicles will be available and provided to Contest participants as required (for the transportation of material, and object installation).

CONTEST PARTICIPANTS

  1. The Contest may involve up to 7 (seven) teams of 2 (two) participants each (in the case if a short-listed project is submitted by an individual artist, JSC “GidroStroy” will assign one of its employees to provide assistance to this applicant);
  1. It is a mandatory requirement that all submitted projects are performed by Contest participants on their own.
  1. Teams of contest applicants will be reviewed and selected from January 10, 2020 to May 20, 2020.
  1. Based on the results of the review, the Organizing Committee will invite selected teams of applicants to join the Contest.
  1. Applicants are required to submit their applications which must include sketches/drawings of their project suggested for the Contest, a resume/CV (with details on their education and professional background), and a portfolio of works implemented earlier.
  1. Based on the review of submitted applications, the Organizing Committee decides which teams are to be selected to participate in the Contest. All applicants will be informed about the results of the selection process after June 01, 2020.

ORGANIZATION OF THE CONTEST

  1. In order to facilitate the organization and administration of the Contest, the Organizing Committee is established involving the following members:

Lyudmila V. Shapka;

Pavel I. Kravchenko;

Valery I. Kozinets;

Sergey V. Simakov;

Mikhail Yu. Radionov.

The Organizing Committee:

  • Establishes the Panel of Judges of the Contest;
  • Organizes and conducts the competitive selection of applicants;
  • Organizes an award ceremony to announce the finalists of the Contest and to distribute diplomas and cash prizes to the winners.

 

  1. The Contest finalists are determined by the Panel of Judges, which acts as follows:
  • The Panel of Judges reviews and evaluates the projects submitted by Contest participants based on the set criteria;
  • Based on the competitive process, the Panel selects the Contest finalists/winners in each category (in the case if nominees have equal scores, the decision is made by a simple majority vote; if the votes are split equally, the chairperson has the deciding vote);
  • The Panel has the right to update the number of finalists/winners in Contest categories accordingly if one of the nominated categories is canceled.

The Panel of Judges may involve representatives of the regional education authorities, continuing education institutions of the Sakhalin Region, local self-government authorities, community organizations, and municipal media of the Sakhalin Region.

 

  1. Evaluation criteria used by the Panel of Judges:

- Whether the theme is fully explored;

- Technical skills;

- Originality;

- The integrity of image;

- Individual creative style;

- Whether the rich and unique local landscape is highlighted in the project.

 

Summarizing results and presenting awards to the Contest winners

  1. The Panel of Judges summarizes results of the Contest using scorecards based on a 1 to 10 point scale.
  1. The Contest winners are determined by the highest total points scored. The decision made by the Panel of Judges is recorded in the meeting minutes.
  1. Winners are awarded the 1st, 2nd, and 3rd rank diplomas and money prizes distributed as follows:

1st prize - 100,000 (One hundred thousand) rubles;

2nd  prize - 75,000 (Seventy-five thousand) rubles;

3rd  prize - 50,000 (Fifty thousand) rubles.

Other participating teams receive encouragement awards of 30,000 (Thirty thousand) rubles and commemorative certificates (diplomas) of Contest participants.

  1. At the Panel’s discretion, additional prizes can be established for "especially creative approaches".

 

CONTEST FUNDING

The Contest is organized and funded at the expense of the founding and organizing company, the joint-stock company “GidroStroy”.

Funded Contest expenses involve:

  • Organization and travel expenses of the teams of Contest participants (including turnaround tickets from their place of residence to the Contest venue).
  • Accommodation of participants (double rooms).
  • Three hot meals daily.
  • Sightseeing tours to the company's facilities and the Iturup Island (thermal mineral springs, the Baransky Volcano, the White Cliffs, etc.).
